It's unfortunately true. You will need to upgrade your mobo and processor if you want to get native SSE2.
I don't know much about "SSE2 Wrappers". I assume they're talking about a low level program which emulates the SSE2 instruction set using SSE instructions. It would have to be very low level to intercept the calls from Adobe and I would be dubious of mucking with my processor/OS in that way.
